In this peculiar situation, Congress not meeting (and agreeing to a compromise) would have meant broad?automatic tax hikes, as several tax cuts were set to expire at the beginning of 2013. (With the estate tax exemption also set for a dramatic decrease, one could say Congress had the potential to make death a little bit worse, too, at least for your heirs.) Although our elected officials waited until the bitter end, a last-minute deal?did?bring some much-needed?clarity: The sunset provision was lifted for the?Bush-era tax cuts, essentially making them permanent?for individuals earning under $400,000--at least for now.?(Higher-income earners face higher rates in 2013.) The estate tax exemption was also?permanently set at?over $5 million per individual and will include inflation adjustments going forward. But despite the recent compromise, ongoing national debt woes still mean that?higher taxes, fewer deductions, or both?could be coming down the pike in the years ahead, and possibly not just for the wealthy. Because of the strong likelihood for tax hikes in the future, a sturdy, yet flexible tax plan (always an important consideration for investors) is even more critical today. Although tax considerations shouldn't drive your portfolio, you certainly don't want taxes to drag on your results any more than absolutely?necessary--especially if you believe the stock and bond markets will be serving up more moderate returns in the years ahead.? Obama administration urges court to overturn Calif. gay marriage ban

The Obama administration has waded into the legal battle over California's gay marriage ban, filing a brief with the Supreme Court Thursday evening that argues the state's voters did not have the right to decide gay couples cannot wed.

In the brief, the Justice Department--which is not involved in the case--argues that the gay marriage ban violated same-sex couples' constitutional guarantee to equal protection under the law and is the result of prejudice.

"Prejudice may not...be the basis for differential treatment under the law," the brief said.

But the Obama administration stopped short of calling for a countrywide guarantee of equal access to marriage for gay people in the brief, keeping its arguments focused on California.

"Throughout history, we have seen the unjust consequences of decisions and policies rooted in discrimination," Attorney General Eric Holder said in a statement. "The issues before the Supreme Court in this case ... are not just important to the tens of thousands of Americans who are being denied equal benefits and rights under our laws, but to our Nation as a whole.?

The California ballot initiative, called Proposition 8, was passed in 2008 with 52 percent of the vote and reversed an earlier state Supreme Court decision allowing gay marriage in the state. Thousands of gay couples in the state had already tied the knot when the ban passed.

In its brief, the Obama administration also argued that laws targeting gays and lesbians specifically should face "heightened scrutiny" from the courts, since gay people have faced a history of discrimination, share a trait they cannot change, and lack political power.

President Barack Obama announced last year that he believes gay couples should be allowed to get married but did not say they have a constitutional right to wed.

At his inaugural address in January, Obama seemed to suggest he did believe the government has a role in ensuring gay people are allowed to marry. "Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law?for if we are truly created equal, then surely the love we commit to one another must be equal as well," he said then.

Two federal courts have already decided that Proposition 8 is unconstitutional, saying it discriminates against a group of people without proving there is a legitimate government interest in doing so. The higher of the two courts, the 9th U.S. Circuit Court of Appeals, decided the case in a way that ensures it will affect only California and will not invalidate gay marriage bans in the dozens of other states that have adopted them.

But it's possible the Supreme Court could take a broader view of the case when it hears oral arguments in late March. Justices could decide whether or not there is a fundamental right to marriage that the government cannot deny people based on sexual orientation. If they uphold Proposition 8 under these terms and allow the ban on same sex nuptials to stand, the ruling could cement state gay marriage bans for decades.

More than 100 Republicans, including former Utah Gov. Jon Huntsman, signed a brief filed earlier in the week encouraging the court to strike down Proposition 8. One of the lead attorneys arguing against the ban is Ted Olson, the former solicitor general under George W. Bush.

The president of the anti-gay marriage group Family Research Council, Tony Perkins, criticized Obama for what he termed "hypocrisy" on gay marriage. "This is a sharp reversal from the position President Obama articulated just last May, when he declared that this is an issue that is gonna be worked out at the local level," Perkins said.

Pandora establishes 40 hour mobile listening cap for free users

Remember the good ol' days of Pandora? Well, it turns out that you were living in it until today. Just this afternoon, the music streaming service revealed that it's become necessary to return to the 40 hour caps from times long ago -- only this time around, it applies only to mobile users. If you may recall, Pandora dropped these caps in September 2011, but steeper royalty costs have forced the company's hand in the matter. What does this mean for you? Well, unless you fit within the four percent of Pandora listeners that jam out on a mobile device for more than 40 hours per month, you're unlikely to ever notice the change. Meanwhile, heavy users will need to pay $0.99 to continue listening for the remainder of the month. Naturally, you can also lay down $3.99 per month (or $36 per year) for Pandora One, which will kick both those limits and pesky ads to the curb.

Pope bids emotional farewell at St. Peter's

VATICAN CITY (Reuters) - Pope Benedict bid an emotional farewell at his last general audience on Wednesday, saying he understood the gravity of his decision to become the first pontiff to resign in 600 years but that he had done it for the good of the Roman Catholic Church.

Addressing an estimated 150,000 people in St Peter's Square the day before he steps down, Benedict said his crisis-hit papacy had included moments of joy but also difficulty when, "It seemed like the Lord was sleeping."

Sitting on an ivory colored throne on the steps of St Peter's Basilica and frequently interrupted by applause from the crowd, the pontiff said: "There were moments when the waters were choppy and there were headwinds."

When he finished his speech the crowd, including many red-hatted cardinals, stood to clap.

Benedict will abdicate on Thursday night and then cardinals begin consultations ahead of a conclave to choose his successor.

He said he had great faith in the future of a troubled Church, adding: "I took this step in the full knowledge of its gravity and rarity but with a profound serenity of spirit."

Loving the Church meant, "having the courage to take difficult and anguished choices, always having in mind the good of the church and not oneself," he said.

The pope says he is too old and weak to continue leading a Church beset by crises over child abuse by priests and a leak of confidential Vatican documents showing corruption and rivalry among Vatican officials.

A huge crowd from Italy and abroad had flowed into the sprawling square in bright sunshine since early morning for the mid-week audience which is normally held indoors but was moved outside to accommodate faithful wanting their last glimpse of the pope.

Many in the crowd, which streamed into the square across the Tiber River and along nearby streets, held up banners thanking the pope and wishing him well. "We are all on your side," one banner said.

CHURCH CRISIS

Many Catholics were stunned by his decision and concerned about the impact it will have on a Church torn by divisions.

But most of those in the square were supportive and praised Benedict, an increasingly frail figure in the last months of his papacy.

"He did what he had to do in his conscience before God," said Sister Carmela, from a city north of Rome, who came to the capital with her fellow nuns and members of her parish.

"This is a day in which we are called to trust in the Lord, a day of hope," said Sister Carmela. "There is no room for sadness here today. We have to pray, there are many problems in the Church but we have to trust in the Lord."

"He was very humble to do this," said Carla Mantoni, 65, from a parish in Rome.

"I understand why he did this. It was clear from the start that he was more at home in a library. A very good man but he realized in his heart that this was the right thing to do for himself and the Church and now he will pray, he will pray for all of us," she said.

Not everyone agreed.

"He was a disaster. It's good for everyone that he resigned," said Peter McNamara, 61, an Australian of Irish descent who said he had come to the square "to witness history".

The Vatican has said that Benedict, who will move to the papal summer residence south of Rome on Thursday night when the papacy becomes vacant, will assume the title of "pope emeritus" and be addressed as "your holiness".

He will lay aside the red "shoes of the fisherman" that have been part of his papal attire and wear brown loafers given to him by shoemakers during a trip to Leon, Mexico last year. He will wear a "simple white cassock", Lombardi said.

His lead seal and his ring of office, known as the "ring of the fisherman", will be destroyed according to Church rules, just as if he had died.

The Vatican said on Tuesday that the pope was sifting through documents to see which will remain in the Vatican and go into the archives of his papacy and which "are of a personal nature and he will take to his new residence".

Among the documents left for the next pope will be a confidential report by three cardinals into the "Vatileaks" affair last year when Benedict's former butler revealed private papers showing corruption and in-fighting inside the Vatican.

The new pope will inherit a Church marked by Vatileaks and by child abuse scandals involving priests in Europe and the United States, both of which may have weighed on Benedict's decision.

On Thursday, he will greet cardinals in Rome, many of whom have come to take part in the conclave to elect his successor.

That afternoon at 5 p.m. (1600 GMT) he will fly by helicopter to the papal summer retreat at Castel Gandolfo, a 15-minute journey south of Rome.

There he will make an appearance from the window of the papal villa to greet residents and well-wishers expected to gather in the small square.

That will be Pope Benedict's last public appearance.

At 8 p.m. the Swiss Guards who stand as sentries at the residence will march off in a sign that the papacy is vacant.

Benedict will move into a convent in the Vatican in April, after it has been restored.

On Friday, cardinals in Rome will begin meetings known as "general congregations" to prepare for the secret conclave that will elect a new pope.

This week Benedict changed Church rules so that cardinals could begin the conclave earlier than the 15 days after the papacy becomes vacant prescribed by the previous law.

The change means that the cardinals, in their pre-conclave meetings, can themselves decide when to start.

The Vatican appears to be aiming to have a new pope elected by mid-March and installed before Palm Sunday on March 24 so he can preside at Holy Week services leading to Easter.

Cardinals have begun informal consultations by phone and email in the past two weeks since Benedict said he was quitting.

How to I Prepare for Webinars and Teleseminars - Jason Alba

I do a lot of webinars, teleseminars and video recordings. ?Here are some tips on how I prepare.

  • Go potty. ?You don?t want to be on a 1 hour call and have your bladder screaming at you. ?Maybe you *can* hold it, but do you want to concentrate, answer questions, and sound awesome while having that distraction?
  • Have water. ?I have a big cup of water, full. ?I?ve done a few calls and didn?t get my cup filled? never a good idea. ?A coughing fit doesn?t sound very well?
  • Have the right headset. ?I use GoToWebinar and Skype mostly (I use all kinds of systems but those are my favorites), and 99+% of the time I use VOIP, which means a headset, not a phone line. ?The most important part of my headset? ?The inline mute button, which allows me to to mute by pushing a button that is about 2 feet down the cord. ?And, the ?right? headset doesn?t mean expensive. ?My favorites are about $30.
  • Write down the phone number on a piece of paper. If your internet goes down, and your smart phone loses service, you want to be able to pick up a landline and call in? but you need that number! ?I write down the number, the code to get in, and even the number of the host/hostess.
  • Have a backup computer/laptop? ?I have been doing this for over a year. ?Look, my webinars are worth a lot of money to me. ?Whether it is thousands of dollars, or potential to make sales or share my brand, if someone schedules their time on my call, I want to make sure my main computer isn?t the cause of an early termination. I have a laptop and headset set up so that if my PC crashes, within 5 seconds I?m up on the backup laptop. ?The alternative (which has happened too many times) is my PC restarts and it takes seven to ten minutes to get back to the call. ?Those seven minutes are KILLER.
  • Write down the talking points. ?I speak on different things, and most presentations are different from the others (even if it is the same topic). ?I always write down the talking points to make sure I talk about every point the audience thinks I?m going to talk about. ?No matter how smart you are, your brain will go in a lot of different directions, especially if the audience can ask questions during the call. ?Write down your points and respect your audience by talking about the stuff you said you were going to talk about.
  • Respect TIME. ?I typically start within 60 seconds of the time I said I would, and I do what I can to end on time. ?Don?t go longer, don?t do part and tell people you?ll do another part later. ?Respect the audience and watch the clock.
  • Be ready for the unexpected. ?If someone else is co-presenting and their line dies, what do you do? ?Can you talk through it? ?What if you get the hiccups? ?What about a bloody nose? ?What if there is unusual and loud noise by your office? ?I?ve had these and more? you need to be ready and able to ignore, or talk through, the unexpected. ?FOCUS on your audience and your presentation.
  • ???

Pediatricians oppose school suspension, expulsion

NEW YORK (Reuters Health) - A group representing pediatricians says disciplining students with out-of-school suspension or expulsion is counterproductive to school goals and should only be used on case by case basis.

The policy statement from the American Academy of Pediatrics (AAP) recommends that pediatricians familiarize themselves with the policies of their local school districts, and advocate for prevention and alternative strategies.

"The adverse effect of out-of-school suspension and expulsion on the student can be profound," the experts write in the journal Pediatrics on Monday.

"Data suggest that students who are involved in the juvenile justice system are likely to have been suspended or expelled. Further, students who experience out-of-school suspension and expulsion are as much as 10 times more likely to ultimately drop out of high school than are those who do not," they add.

Kathy Cowan, director of communications for the National Association of School Psychologists in Bethesda, Maryland, said their organization largely supports the AAP's statements.

"Sometimes (out-of-school suspension and expulsion) are absolutely necessary, but they're not effective at improving behavior in general," Cowan told Reuters Health.

The AAP says students who are punished with out-of-school suspension and expulsion may be left without supervision during the day and engage in more inappropriate behavior.

The experts also say out-of-school suspension and expulsion does not deal with possible underlying issues, such as drug abuse, racial tension, violence and bullying.

In addition to the costs incurred by the school district from disciplinary hearings and providing services for the child, the pediatricians say there is also a cost to society.

"A high-school dropout will earn $400,000 less over a lifetime than a high school graduate. The dropout will pay $60,000 less in taxes," they write.

To prevent out-of-school suspensions and expulsions, the pediatricians suggest developing early interventions for preschool children, early identification of children who may have problems in school and clear codes of conduct.

Specifically, they recommend a Positive Behavior Intervention and Support program as a preventive, alternative, tool that teaches proper behavior on a school-wide level and that addresses problems with groups and individual students as well.

The AAP also called on Pediatricians to screen for and recognize behavioral problems in early childhood, to be in communication with the school's nurse or counselor, to be involved with special accommodations for certain students and to be appropriately compensated for their involvement.

Cowan said the AAP should be applauded for their efforts.

"Pediatricians are such an important voice on these issues, because parents trust the pediatricians and they're the ones seeing kids," she said.

Dr. Jeffrey Lamont, the policy statement's lead author, did not respond to requests for comment.

1.3M Fords, Toyotas, Hondas under investigation

The National Highway Traffic Safety Administration has launched a series of safety investigations targeting nearly 1.3 million Ford Motor Co., Toyota Motor Co. and Honda Motor Co. vehicles.

Federal regulators caution that they have not decided whether recalls are necessary but automotive observers note that, having come under fire for getting too cozy with the industry in recent years, NHTSA is getting more aggressive when it comes to ordering manufacturers to resolve safety-related problems.

Toyota?s popular Prius ? the nation?s best-selling gas-electric vehicle ? is the target of one of the new investigations. A total of 561,000 of the high-mileage hybrids are involved, NHTSA probing reports that the vehicles? steering shafts were improperly assembled.

The Detroit Bureau: Despite Recent Price Spike, DoE Expects Gas to Level Off, Even Decline

The investigation focuses on Prius hybrids built between 2004 and 2009. Many of them were already the target of a previous Toyota recall involving steering shaft defects. That previous recall, announced last November covered 669,000 Prius hybrids also sold during the 2004 to 2009 model-years. According to the government, parts connected to the steering assembly could deform if a driver makes frequent, aggressive turns at low speeds.

The Prius was involved in an earlier steering-related recall that could cause loss of vehicle control. That service action covered 170,000 of the hybrids produced between 2004 and 2006.

If NHTSA orders a recall of the Prius it would prove a double black eye for the maker. The hybrid is the brand?s halo car, essential to its claims of being the ?greenest? manufacturer in the industry. But it would also mark another major recall for a brand that has traditional been viewed as a quality benchmark.

In 2012, Toyota had the most vehicles recalled of any brand in the U.S. market, the third time it achieved that dubious distinction in four years. And it has already had 1 million vehicles recalled since the beginning of 2013.

The Detroit Bureau: Ford Looking to Novel Way to Get Back into Compact Pickup Market

NHTSA has separately launched an investigation of 724,000 Ford Escape, Fusion and Mercury Mariner and Milan models, triggered by 123 reports that the vehicles have experienced unexpected losses of power or completed stalled.

The problem could be the result of several issues including contaminated printed circuit boards and faulty throttle body assemblies. Vehicles produced between 2009 and 2011 are involved in the investigation.

The size of the investigation could also prove embarrassing to Ford which has been struggling to maintain a reputation for quality after seeing its scores drop in recent years in such key owner surveys as the 2012 J.D. Power Initial Quality Survey.

The Detroit Bureau: Over 250,000 Vehicles Damages, Destroyed By Sandy

The investigation was triggered by a formal complaint filed by the North Carolina Consumers Council. That group has been actively involved in automotive safety issues in recent years, and has triggered several recalls and investigations.

The smallest of the three new NHTSA investigations targets 87,000 Honda Pilots produced for the 2005 model-year. The government agency has received 205 reports of unexpectedly severe braking that could be caused by a faulty sensor in the crossover-utility vehicle?s Vehicle Stability Assist system.

However, the latest heavy-handed, brutish attack on web directories and those who choose to use to them is both petty and spiteful. It?s unworthy of Google, and is bound to have far-reaching consequences. It?s also totally unnecessary, as an equitable outcome could have been achieved by quietly ignoring any perceived low-value links to websites. Deliberately devaluing websites because of links that Google arbitrarily decides are of low value is overkill. It takes no account of several aspects:

* the intrinsic value of the punished website?s content
* the fact that website owners cannot control who links to them
* the existence of an incoming link should not automatically be judged as manipulative

I?ve been working on websites since the year before Google appeared on the scene ? when Alta Vista, Lycos and Northern Light were the Big 3 search engines. Like many website owners, I?ve alway thought of web directories as a safe place to promote my online businesses? It has always seemed inconceivable that your website could be punished by a Search Engine because it was listed on a Directory!

Conversely, I?ve always studiously avoided link rings, forum signature spam, blog rings, free-for-all links, 3-way link schemes ? you get the picture? Directories have always seemed sacrosanct, a safe haven?

In my view, January 22nd 2013 marked a huge step towards destroying the very fabric and integrity of the web, eliminating competition and stifling our online freedoms and preferences!

Google Forbids Listings on Directories?

Around the globe, small businesses struggle to compete at every level. Website owners try valiantly to find a competitive edge, and lots of listings in little niche directories can deliver incremental visitor increases. Since the web began life a few short years ago, the traditional method of raising a website?s online profile has ALWAYS been submissions to search engines and directories.

But now, Google says NO ? we don?t like it when you do that! Cease and desist or we?ll slash your rankings and traffic as punishment. That?s a gross over-reaction to a trivial problem that smacks more of a vindictive dictator than a responsible internet citizen? Hell, even Fidel Castro has better manners than that? Vladimir Putin, I?m not so sure?

Deliberately Dealing Death to Directories?

Those struggling to get a niche web directory off the ground have just been dealt a hammer blow by a bloody-minded, malevolent internet giant. No informed website owner in their right mind would now submit their website to a new directory, because Google is clearly and unequivocally taking the sword to websites that do so. That?s a bit rich, considering that a few short years ago, Google itself used a cloned version of the Open Directory for its own purposes. What?s sauce for the goose is apparently not sauce for the gander in 2013?

Niche directories have always provided local and personalized richness and color to the web by virtue of the fact that they are usually human-edited. Almost all of them set out on a road to solicit members and subscribers, with the hope of an eventual popularity that might one day be translated into an income. Historically, like all small business start-ups, few succeed.

Attacks on paid links have seemed like a potentially serious threat to directories that charge fees? Wary website owners have shied away from paying for a submission / link to their sites, with a consequent negative impact on the financial viability of web directories.

Google?s January Penguin update has just ensured that the majority of existing directories will be overwhelmed with requests for subscription cancellations and link removals. As word spread about Google?s vicious attacks on websites that have incoming links from directories, submissions are sure to dry up. Starting a new directory would be madness, doomed to failure?

Penguin 2013 seems intent on progressive elimination of directories per se! Is it a coincidence that this savage but effective way to eliminate a huge block of competition for search traffic leaves the author of the attack as the most likely beneficiary?

The Collateral Damage ? Negative SEO

It also opens the door to a flood of ?negative SEO? attacks ? the fastest way to topple your competition now is to submit their site to several hundred budding little directories and watch their rankings plummet. Oh, that won?t happen, said a Google spokes-person? Famous last words? Negative SEO is already clearly and unequivocally rampant AND effective!

Good Internet Citizens

In my view, a healthy internet is of vital global importance for all sorts of reasons. It requires healthy competition, a rich diversity and active participation by as many little businesses as possible.

The Last Word

I?m sure a lot of people would like to see companies like Google leading by example, and encouraging competition and nurturing diversity. Stomping out directories, and those who submit to them, is a gross over-reaction to a tiny little problem. That?s always been the problem with hunting mice from an elephant ? innocent bystanders always get trampled!

I would not be surprised to see a class action lawsuit brought against Google this year, by an association of web directories seeking compensatory damages for what are clearly anti-competitive actions.

Analysis: China central bank takes lead in economic reform push

BEIJING (Reuters) - China's readiness to bend retirement rules to keep arch-reformer Zhou Xiaochuan at the helm of the central bank signals clearly that new Communist Party chiefs want to speed economic reform in the country's most critical development phase in three decades.

Central bank insiders interviewed by Reuters say the People's Bank of China (PBOC) is the country's most potent force for reform in the face of powerful vested interests, echoing sources with leadership ties who last week said Zhou would keep his job despite reaching the mandatory retirement age of 65.

Keeping Zhou ensures that the PBOC will remain a trusted instrument through which China's leaders can enact financial reforms designed to boost free markets and private enterprise, rebalance the economy, reinvigorate growth and ultimately heal a socially divisive rift between the country's rich and poor.

"Governor Zhou has been rather bold in spearheading market reforms and sometimes does not care about the possible repercussions," said a PBOC official who requested anonymity due to the sensitivity of the matter. "They really need someone who can sustain the reform momentum."

The reform agenda espoused by Party leaders Xi Jinping and Li Keqiang is not always popular with the local government officials, state-backed business and cosseted national lenders who would find their power bases fundamentally weakened.

Liberalizing interest rates, for example, would hit fat lending margins at state banks.

Expanding capital markets would end subsidized access to funds for state-owned enterprises and cut private sector finance costs while creating investment options beyond real estate -- cooling the property speculation that lays at the heart of local government corruption and debt risks.

The PBOC has a track record of getting the job done in the face of entrenched opposition.

It has modernized domestic bond and money markets, laid the groundwork for short-term market instruments to manage bank liquidity and credit, while simultaneously creating mechanisms that allow the PBOC to resist pressure from growth-obsessed local officials to constantly tweak interest rates.

Indeed, the last 12 months have produced the most important package of interest rate, currency and capital market reforms since the landmark July 2005 break of the yuan's peg to the dollar -- and all in a year when political change at the top of the Party was supposed to stall change elsewhere.

That's despite a clear clash with the China Banking Regulatory Commission on the liberalization of interest rates.

"Big banks were definitely against interest rate reform, but they could not openly oppose it," Zhao Qingming, senior economist at China Construction Bank, one of the so-called "Big Four" state banks.

When the PBOC proposed doubling the yuan's trading band to 1 percent last year, it worked hard to soothe fears of the Commerce Ministry that it would not harm the export sector, according to sources familiar with the situation.

"We were persuaded that further sharp appreciation was very unlikely," said a senior researcher with the Ministry.

Arguably it was Zhou's 2005 success in engineering a break of the yuan's dollar peg in the face of staunch opposition from the Commerce Ministry that most clearly states his credentials.

PRAGMATIC REFORMER

Yu Yongding, a respected economist and leading advocate of major currency reform, recalls the wrangling required to make the decision on a PBOC monetary policy committee stacked with senior officials from a variety of government departments.

Yu, an economist at the top government think-tank, Chinese Academy of Social Sciences (CASS), sat on the policy panel from 2004 to 2006, as the PBOC went head-to-head with critics of revaluation who complained that exporters could not withstand any rise in the value of the yuan.

"Their views had to reflect the stance of their respective departments," Yu told Reuters, recalling the logjam as pro-export officials railed against the suggestion of some other committee members of a revaluation of as much as 10 percent.

Yu says Zhou's pragmatic approach defused the row, agreeing to a small initial rise of 2.1 percent in the yuan's value against the dollar, while forging a top-level consensus on the incremental annual pace of currency strengthening that has seen it gain around 33 percent in nominal terms since.

Despite the stronger yuan, China has become the world's single biggest exporting economy while its companies have been forced to make productivity and quality improvements to stay competitive.

Xi and Li, due to take over in March as President and Premier, respectively, need to engineer an even more widespread move up the value chain to deliver enough growth to support China's next stage of economic development -- and the transfer of about 400 million people into cities from the countryside.

That's no mean feat given the general conclusion that China's export-oriented, state-driven economic model that delivered three decades of breakneck double-digit expansion, has reached the outer limits of its effectiveness.

Growth in the world's second-biggest economy slowed in 2012 to a 13-year low, albeit at a 7.8 percent rate that is the envy of other major economies.

Many analysts believe China's growth will be nearer 5 percent than 10 by the end of this decade without far-reaching economic reform -- a worry for a government that has pledged to double household income over the coming decade in a bid to close a wealth gap so wide it threatens social stability.

About 13 percent of China's 1.3 billion people still live on less than $1.25 per day according to the United Nations Development Programme and average urban disposable income is just 21,810 yuan ($3,500) a year.

Meanwhile China has 2.7 million dollar millionaires and 251 billionaires, according to the Hurun Report.

STALKING HORSE

Using the PBOC as a catalyst for reforms is a smart move, provided the anticipated domino-effect works as expected and relatively straightforward liberalization efforts trigger more fundamental evolution in China's economic structure.

The PBOC must make bank borrowing costs more market-driven to improve resource allocation and wean the economy off its reliance on state-led investment, analysts say.

But the financial system is dominated by big state-owned banks that channel the bulk of loans to state projects and state-owned enterprises, starving private enterprise of cash.

All of which conspires against the creation of additional investment options for Chinese households, lumbered mainly with low-yielding bank deposits that constrain consumption.

Optimists say that even if it doesn't deliver entirely as anticipated, the PBOC is likely to be more effective in the short-term than trying more politically-charged reforms, such as China's strict system of household registration, or Hukou.

A further advantage of using the PBOC as the instrument for change is that the most important decisions it disseminates are essentially edicts approved by the State Council - China's cabinet - or by the Communist Party's ruling Politburo.

Keeping a reform-oriented Zhou in the top PBOC job ensures the leadership is dealing with a like-mind.

"If we get someone who is tepid and does everything on an even keel, the reform process could be slowed," said Xu Hongcai, a former PBOC staffer and now a senior economist at China Centre for International Economic Exchanges (CCIEE), a Beijing-based think-tank. "We must ensure policy continuity while injecting a new air into reforms."

Iowa blows 19-point lead, NCAA hopes at Nebraska

LINCOLN, Neb. ? The narrative to Iowa?s men?s basketball season now has gone to press.

Only an epilogue erasing the entire campaign can rewrite the season ? or a game ? like Saturday?s 64-60 tragic collapse at Nebraska. The latest installment of epic defeats featured the Hawkeyes (17-10, 6-8 Big Ten) blowing a 19-point, first-half lead on the road against the Big Ten?s worst scoring offense. It featured a stunning reversal of execution, energy and effectiveness.

It was the loss that likely will keep Iowa from the NCAA tournament for the seventh straight season. But it was just like all the others.

Saturday, Nebraska point guard Dylan Talley nailed a 3-pointer at the end of the shot clock with nine seconds left to give the Cornhuskers (13-14, 4-10) a 63-60 lead. Iowa?s Mike Gesell tried to tie the game with a 3-pointer of his own, but the shot went long and bounced over the backboard. Nebraska inbounded, Ray Gallegos was fouled and knocked down one of two free throws to seal the win.

?It hurts,? Iowa senior Eric May said. ?I expected to win this game.?

The outcome fit into a similar mosaic of Iowa?s season. The Hawkeyes led by 12 in the first half and inside of two minutes against Michigan State before losing by three. Iowa blew a four-point lead and a last-second chance to win in overtime at Purdue. The Hawkeyes allowed up a 3-pointer with 11 seconds left to give up the lead and ultimately the win 62-59 at Minnesota. Iowa led Wisconsin by nine with six minutes to at Kohl Center before a late 3-pointer tied the game, and the Badgers won in double overtime.

?If you look down at the schedule, all of those close ?games have an impact on the NCAA tournament chances,? Iowa sophomore Aaron White said. ?You don?t think about that now, but obviously when you look back, you look at the resume at the end of the season, we?re going to look at it frustrated because what is it, five possessions in six games, maybe??

?Out of all the shots, that one was the most difficult one,? Iowa junior Devyn Marble said. ?At least we made him make the shot. At Minnesota, it was kind of an open shot in with a good shooter in Hollins. Wisconsin, it wasn?t as bad, but it wasn?t as good of defense as today was. We try to give credit.?

But Saturday?s damages Iowa?s NCAA hopes more than any of the others. Nebraska already had clinched a losing Big Ten season. In three consecutive possessions, May and Marble (two) sank 3-pointers to put Iowa up 41-22 with 48 seconds left in the half. Nebraska?s Shavon Shields got to the rim on the next possession and was fouled by Iowa?s Adam Woodbury. Shields made the basket and the free throw, but Iowa was up 16 at halftime.

That?s when the game changed. Nebraska?s focus, center Brandon Ubel said, was increasing the energy level. Iowa instead slipped into complacency. Nebraska shot 62.5 percent in the second half, while Iowa sank just 28 percent from the floor.

?The second half, we just weren?t ready to play,? said Iowa guard Mike Gesell, a South Sioux City, Neb., native. ?Coach (Fran McCaffery) emphasized at halftime that we?ve really got to come out and play tough the first four minutes, and I think we did the exact opposite. We blew our lead right away. That?s something that you can?t do.?

Nebraska trimmed at Iowa?s lead before cutting its deficit to 53-50 with 7:17 left. Marble twice answered with a pair of jumpers to keep the Hawkeyes in the lead at 57-52 with 4:45 remaining. But the game?s momentum had swung toward the Cornhuskers, based on Iowa?s sluggish play and Nebraska?s offensive rhythm and defensive persistence.

?We got tentative trying to hold on to it,? McCaffery said. ?You can?t hold on to a lead in a seven-possession, eight-possession game for 20 minutes. You?ve got to go attack the same way you got the 16-point lead. We didn?t do that.?

Nebraska then scored eight points on four consecutive possessions to take a 60-57 lead. White drilled a 3-pointer to knot the game up with 1:29 left. The Hawkeyes forced Talley to miss a shot off the glass, and Josh Oglesby pulled down a rebound with 1:11 left. Marble dribbled into a double team in front of the basket and was called for a change. That gave Nebraska one final chance, and Talley took advantage.

With an RPI hovering at 79 Saturday, Iowa?s chances for an NCAA tournament bid could rest with either an upset at No. 1 Indiana next Saturday or a deep run in the Big Ten Tournament. White isn?t giving up hope.

?I?m not going to say it?s slipping away,? White said. ?We still have got four games left, Big Ten Tournament. It?s not over with.?

Moody's strips UK of coveted triple-A debt rating

NEW YORK/LONDON (Reuters) - Britain suffered its first ever sovereign ratings downgrade from a major agency on Friday, after Moody's stripped the country of its coveted top-notch triple-A rating, dealing a major blow to finance minister George Osborne.

Moody's cut Britain's rating by one notch to Aa1 from Aaa, with a stable outlook, blaming weak prospects for Britain's economy over the coming years which have thrown the government's deficit reduction strategy off course.

Austerity has been the watch word for Osborne's fiscal policy since his Conservative-led coalition came to power in 2010 after an election in which he vowed to defend Britain's triple-A rating, which keeps down borrowing costs.

But weak growth - which the opposition Labour Party blames partly on too much austerity - has pushed the government's goal of largely eliminating the budget deficit by 2015 at least two years off track.

Many in financial markets had expected at least one major agency to downgrade Britain this year.

Following the release of January public finances data on Thursday, the government's fiscal watchdog said the government may struggle to reduce borrowing at all during the current fiscal year, which finishes at the end of March.

Britain now joins the United States and France in having lost its triple-A rating from at least one major agency, having held the top-notch rating from Moody's and S&P since 1978, and from Fitch Ratings since 1994.

Moody's said that despite considerable structural economic strengths, Britain's growth is expected to be sluggish due to a combination of weaker global economic activity and a drag "from the ongoing domestic public and private-sector de-leveraging process."

Trend growth for Britain's economy is between 2 and 2.5 percent, Moody's sovereign credit analyst Sarah Carlson said in a telephone interview with Reuters.

"We see growth slowly building back up to that trend ... but if you take a combination of the growth and fiscal dynamics, the result is that the debt burden of gross general debt to GDP peaks in 2016, which is substantially later than was expected a few years ago," she said.

Osborne insisted in a statement that now was not the time to change course and borrow more to boost growth, which the Labour Party as well as some political allies have recommended.

"Tonight we have a stark reminder of the debt problems facing our country and the clearest possible warning to anyone who thinks we can run away from dealing with those problems," he said. "Far from weakening our resolve to deliver our economic recovery plan, this decision redoubles it."

Sterling fell to around $1.5160 after the downgrade from about $1.5240, just off Thursday's fresh 2-1/2-year low.

"It's a pretty big deal. We didn't see a huge reaction in the pound because it's late in the New York session. But you'll see some more aggressive selling when the markets open (in Asia) on Sunday," said Kathy Lien, managing director at BK Asset Management in New York.

But Charles Diebel, a fixed income strategist at British bank Lloyds, was more sanguine about the impact of the downgrade on British government debt prices.

"This has been speculated as inevitable and is most likely largely in the market. I would expect only very limited damage to the gilt curve and to sterling. Historically, losing your AAA is actually a bond bullish event," he said.

MANTOLOKING, N.J. (AP) ? For the first time in almost four months, residents are living again in Mantoloking, a well-off New Jersey beach town that suffered some of the worst of Superstorm Sandy's wrath.

Town officials allowed residents to return Friday to stay. It's the last New Jersey community to hit that milestone since the storm.

"It's a wonderful feeling to be back in your own home after four months of not knowing what your future is," said Sandra Witkowski, who returned with her husband, Stan.

But it's also difficult to be in a place with such devastation. When she looks out her window, Witkowski sees one house wrecked by the storm and bare land where another used to be.

All 521 homes in the community an hour and a half's drive south of New York City were damaged. About 60 were swept away entirely and hundreds more will have to be demolished. Most of the homes are grand summer getaways. Only about 100 residents typically stay through the winter.

The community, 2?-miles long and just a couple blocks wide with the Atlantic Ocean on the east and Barnegat Bay on the west, was cut in two by an inlet during the storm. That was fixed quickly, and Route 35, the main road through the barrier island community, has also reopened after repairs.

Across New Jersey, the storm destroyed about 30,000 homes and caused an estimated $37 billion in damage.

The destruction in Mantoloking meant that not many residents were able to take advantage of the permission to return on Friday.

"It's quiet in the winter, which we like," Sandra Witkowski said. But now? "It's really quiet."

The Witkowskis' home needed major repairs to the electrical and other systems, but because it's built on pilings, water did not get into the house.

The retired couple has been staying with their daughter's family, which meant adjusting to living with two teenagers.

Doug Popaca said he was full of anticipation about returning. He said he and his wife, Joyce, awoke every hour through the night before deciding at 5 a.m. that it was OK to get up and head home.

"It was almost like Christmas, you know, when you're expecting a good gift," Popaca said. "You can't sleep. You keep waking up hoping it's daytime."

Popaca said all of the utilities in the house are up and running, a requirement for residents to be able to inhabit their homes permanently again.

The Popacas had been staying in a small summer cottage in nearby Brick that they rented on a month-by-month basis.

Popaca said while the cottage was warm and dry, it was much smaller than their home. He said they are looking forward to using their full-size appliances and shower.

"And of course sleeping in your own bed," Popaca said.

He said the first thing they did after going home was laundry. The next step would be cleaning ? a relatively easy task considering what others in the area are dealing with.

"While we're very happy and very lucky to be back," Popaca said, "there is still that feeling that other people are suffering."
